The only wise-affect one are firepartment and police. For upgrading resident: fire department, police, school, health care, deathcare, land value (park), public transport. WebIf you look at the city info panel and find the pie chart for zoned distribution. A balanced city is roughly 50-60% residential, 25-30% commercial, 1/8 industry and 1/8 office. If you use industry 4.0 policy then around 1/12 industry and 1/6 office. Things that help. Unemployment should be 4-6% so check that before you add jobs or people. Though a lot slower than normal industry it seems.
